Law on Combating Illegal Distribution of SIM-Cards Comes into Force
The Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor) announces that a law aimed at countering the illegal sale of SIM cards will come into force on Friday, June 1.
According to the changes, only those subscribers will be able to receive mobile services, reliable information about which will be provided to the telecom operator and entered into its automated billing system.
In other words, all subscribers must be identified without fail. At the same time, operators are responsible for verifying the accuracy of information about subscribers. For this, telecommunications companies can use a unified identification and authentication system, a unified portal of public services, as well as other information systems of government agencies.
If the accuracy of the data provided by the subscriber cannot be confirmed, the operator will suspend the provision of communication services. Termination of service will also follow upon receipt of a corresponding request from the authorities involved in operational search activities, or in the case of an order from Roskomnadzor.
“The order is issued based on the results of control measures, if within 15 days the compliance of the personal data of actual users with the information stated in the subscription agreements is not confirmed, or in the case of prevention and suppression of crimes using communication networks and means of communication,” Roskomnadzor said in a statement.
