Countries’ drive to control user data will lead to the disconnection and segmentation of the Internet

The tense situation around the TikTok service developed by the Chinese company ByteDance makes us think about the future ways of developing the global information network. Experts believe that national approaches to storing sensitive information will inevitably contribute to the disunity of countries and the segmentation of the Internet.

Experts from Eurasia Group and CIF shared their views on this matter with CNBC. China, they say, has long shown a penchant for filtering information flows. Google and Facebook applications do not fully work in this country, local marketplaces are an alternative to Amazon. The population size allows this country to move “its own way”, justifying the costs of creating domestic alternatives to foreign services.

Based on the example of the situation with the ban on TikTok in the United States, it can be understood that the United States also seeks to control sensitive data belonging to its citizens. This is precisely the reason for the requirement to provide Oracle with the ability to process and store all information of TikTok users in the United States.

European lawmakers have experience in shaping rules common for the states of the region on working with user data, the EU authorities are trying to achieve a unified approach with the United States in the exchange of this data. Even in this case, the regulators have claims to the approaches to data protection practiced by overseas counterparties. European judicial authorities believe that the United States is less protective of personal data from abuse by the country’s authorities than it is in the Old World.

Such disagreements in the coming years will inevitably lead to conflicts, experts say. China and Russia can be excluded by Western countries from the “club of trusted states”, since they profess their own principles of working with personal data and their protection. CIF analysts believe that “neutral countries” will appear in the international arena, which will allow third states to store sensitive information on their own servers, suitable for international exchange. This role, for example, can be played by the UAE or Singapore, becoming a kind of “information Switzerland”, if we draw an analogy with the banking sector.
