China’s supercomputers for tracking people are built on Intel and NVIDIA chips
23.eleven.2021 [16:02],
Alexey Razin

The infrastructure of the so-called smart cities implies the use of video surveillance and image recognition systems not only for law enforcement, but also for managing many processes. In China, the effectiveness of such systems proved to be effective at the first stage of the pandemic, but local authorities rely on Western components to spy on citizens.

In any case, this is reported by The New York Times, based on the data of the journalistic investigation. Since 2021, the Chinese authorities have built a powerful data center in Xinjiang, where ethnic Uighurs expressing dissatisfaction with Beijing’s policies are concentrated, which entered the list of the most powerful supercomputers in the world, first at 221st place, and then at 135th. There are two data centers owned by Chinese security forces, six prisons and one correctional facility nearby, the source claims.

The capabilities of the video surveillance system operated in Urumqi allow tracking the movements of people and cars, recognizing citizens by face and analyzing the movements of specific subscribers of cellular networks. Chinese authorities say the kit helps prevent crime in this troubled region.

The piquancy of the situation lies in the fact that the supercomputer in Urumqi uses Intel central processors and NVIDIA GPUs, although they have not been supplied through official channels for a long time. On the Chinese side, the contractor for the technical equipment of the data center was Sugon, which last year came under US sanctions. AMD, for example, after this incident was forced to terminate cooperation with Chinese developers of Hygon processors, who licensed the first generation Zen architecture from it. Sugon’s server and client systems were equipped with similar processors supporting China-specific encryption standards.

NVIDIA officials said they partnered with Sugon on a smart city infrastructure project five years ago and could not have known about the ultimate goals of the data center under development. Even Sugon representatives said that the purpose of this center was changed after the first tests of the system. Intel is still supplying Sugon with its entry-level processors, but company officials are committed to discourage the use of their components to violate human rights. The company even has an internal code of ethics for using its components to create artificial intelligence systems. Whether Chinese customers will be able to continue to receive the necessary components is a big question. It is only clear that so far advanced AI systems in China rely mainly on borrowed components.
